He wears an old-fashioned black tuxedo, clown makeup, red lipstick, a cape, dark red pants, and a top hat, which strongly resembles Tuxedo Mask from Sailor Moon. However, when first introduced, he was seen in a frock coat with his accordion hanging around his neck.

He's a cunning villain who enjoys turning everyone into a mimic for his own gain. He seemed to have a romantic interest in Miss Spiritfinger, even after discovering she was actually Sam. He tried to charm her into believing Miss Spiritfinger was still there.

Jazz hands is a type of performance dance.
A similar villain, introduced in Season 6, is Bozette Slapstick.
In the Jazz Hands Return arc, he is seen without his hat.
Despite being a mime, he talks a lot off stage.

Sam adopts the alter ego Miss Spirit Fingers to infiltrate Jazz Hands' island and then disrupt her plan from within. In this arc, Jazz Hands seemingly falls in love with Sam, showering her with gifts and romantic words, and even taking her on a date at the Café Bistro. Eventually, after discovering her true identity, he forces her to become one of his zombie mimes and, ultimately, his "Mime Queen" after Alex and Clover discover why Samantha was "working" with him. Jazz Hands also asked if Samantha hadn't learned a mime routine properly at mime school, suggesting that Jazz Hands might have attended some kind of art college. Jazz Hands claimed to have received a "diploma from the international mime academy."

Jazz Hands (in his encounter with Samantha disguised as Miss Spirit Fingers) demonstrated traits of a well-mannered and romantic gentleman who genuinely enjoys conversation. Jazz Hands also demonstrates a sense of humor in his opening episode, stating that mimes are only silent during performances and that not allowing mimes to talk is a stereotype. In fact, he even asks why he would have a phone if he didn't talk. However, his personality quickly changes as he tries to put his plan into action.

Jazz Hands is a mime artist with a French accent. His projects, obviously, involve all aspects of mime, and his goal is to transform the entire world into his own mime world. Jazz Hands became evil for a specific reason: he hates all types of voice actors (i.e., singers, voice actors, comedians) because, due to them, the "pure art of mime" has been diluted and thus forgotten, so that "only muteness can restore mime's former glory," as Jazz Hands himself states. His weapon of choice (in his debut episode) is an accordion containing a laser cannon whose firing transforms everyone who sees it (including himself, in an ironic twist) into voiceless mimes, as he did with Samantha and Alex in "Mime Your Own Business." His accordion acquires WOOHP, and Sam and Clover use it to silence Alex when she threatens to reveal a secret again; however, he never sees him again, but uses similar machines in later episodes. He is defeated by the spies, silenced, and taken to prison in his debut episode, but mysteriously returns with his voice in all his subsequent appearances. It's possible that WHOOP gave him his voice back after arresting him.

In the "Return of Jazz Hands" arc of season 5, he is released from prison, but Sam is assigned to watch him. She discovers his plan: he has built a mime-based theme park, which he will use to convert all of humanity into voiceless mimes.
