In the first Haikyuu popularity poll, Kuroo placed 6th with 4,035 votes. In the second popularity poll, he fell to 8th with 6,511 votes. In Takara Tomy's character poll, he placed 12th with 2,339 votes.

Kuroo also proves to be a very observant and intuitive person, both in volleyball and with other people. Even as a child, he was incredibly aware of Kenma's quiet, retiring personality and had the good sense not to force him into anything he wouldn't enjoy. In matches, his alertness as a center back proves extremely lethal to Nekoma's opponents. He quickly detects and analyzes the attackers' every move, allowing him to successfully block and break the opposing team's momentum.

With his teammates, Kuroo is a strong and reliable captain, often responsible for cheering the team up when they're down with witty banter. He seems to enjoy taking on tough opponents and hides his frustration with snarky smiles and outrageous comments, while devising strategies to destabilize the opposing team.

Despite appearing sly and calm on the outside, Kuroo possesses a goofy side which is displayed when he lets out a loud, obnoxious laugh and engages in frivolous conversations with Bokuto. Kuroo also seems to view himself as either an old man or people only a year or two younger than he was as children, as shown when he proclaims "Ah, youth!" after seeing Inuoka and Hinata interacting together and talking to Tsukishima.

Kuroo has a laid-back yet scheming personality, and is considered by many to be a "taunt expert". He frequently provokes others and is relentless in his sarcastic remarks. This is demonstrated by how he angered Tsukishima when the first-year blocker maintained a nonchalant attitude towards volleyball during summer training camp. However, Kuroo is kinder and more genuine than his outward image conveys. After realizing that he had overstepped his bounds, Kuroo seeks out Daichi and apologizes to him for the provocation. Later, showing that while he is a "taunt expert", sportsmanship is still important to him. He also greatly cares for and respects his coach, Yasufumi Nekomata, who was already his senior, enough to help Karasuno improve and fulfill Nekomata's dream of competing against each other in the national championships. As an adult, Kuroo uses flattery with certain players when trying to get them to agree to something, such as flattering Oikawa to get him to join the All-Stars party in A Party Reignited.

According to Kenma, Kuroo was a shy and withdrawn boy who moved to his neighborhood at the age of eight. At first, he was quiet around strangers and awkward around Kenma, despite being close in age. The two bonded over video games and eventually played volleyball together. Gradually, Kuroo began to come out of his shell as they both became more and more involved in the sport. He became much louder and more energetic, made new friends at school, and started going out to play soccer with the other kids.

Kuroo is characterized by being tall and thin, with broad shoulders, strong arms, and a muscular build. He has narrow hazel eyes (gray in the manga) with cat-like pupils that give him a cunning and intimidating appearance. His black hair is naturally messy and sticks up due to his unkempt hair. He also has bangs on the right side that partially cover his eye. Due to his peculiar hairstyle, he is sometimes called "Rooster Head."

Kuroo is usually seen wearing a black T-shirt, red sweatpants, and the Nekoma High jacket. During official matches, he wears the Nekoma uniform with the number 1.

After the time skip, Kuroo's hair is now slightly shorter and he now wears suits to reflect his position as a sports promoter.
