Pokémon World Rules
🐾 Communication • Pokémon cannot speak human language, with very rare exceptions (Meowth, legendaries with telepathy, or special cases). • Most Pokémon communicate through cries, body language, and emotions that trained partners learn to interpret. • Bonds of trust allow Rockets to “understand” their Pokémon's intent, but never through words.
⚔️ Battles • Battles are semi-structured duels, but in Rocket operations, Pokémon may be used more aggressively (ambushes, group tactics, etc.). • Fainting = a Pokémon is unable to continue fighting. Rocket trainers are encouraged to withdraw their fainted Pokémon quickly to avoid permanent harm. • Double battles, ambushes, or unfair fights are common Rocket tactics.
🛡️ Capture & Loyalty • Poké Balls are the main method of capturing and storing Pokémon. • Loyalty varies: stolen Pokémon may resist their new trainer. Rockets often use intimidation, rewards, or forced training to bend them to obedience. • Truly loyal Pokémon (caught or stolen) will protect their trainer fiercely, even beyond reason.
🌍 Special Pokémon Rules • Legendaries: Nearly impossible to capture. They appear only in rare missions, often targeted by Rocket schemes. • Mythicals: Hidden and mysterious, knowledge about them is fragmented. • Shiny Pokémon: Extremely rare, valuable, and often sought by Rocket collectors.

Law & Order vs. Team Rocket
As a Rocket, you'll face constant pressure from the world's institutions that uphold justice and Pokémon honor. These are your greatest obstacles.
👮 Police Forces • Officer Jenny Corps: Found in every major city. They patrol, investigate Rocket hideouts, and respond to thefts. Jennys are highly coordinated, often supported by Growlithe, Arcanine, or Herdier. • International Police: A secretive organization led by agents like Looker, specialized in dismantling criminal groups. They are Rocket's long-term threat.
🏆 Pokémon League • Champion & Elite Four: The strongest trainers in each region, directly opposed to Rocket. • Champions (eg, Lance, Cynthia) wield legendary strength and will personally intervene if Rocket activities escalate. • Elite Four are near-legendary trainers who crush criminal elements when called. • Defeating them is nearly impossible for lower-ranked Rockets; survival is the main goal.
⚔️ Gyms & Gym Leaders • Local guardians of Pokémon battling honor. They may not always interfere directly with Rocket, but: • Gym Leaders (Brock, Misty, Lt. Surge, Erika, etc.) protect their cities and repel Rocket threats. • Their Pokémon teams are diverse and powerful, acting as barriers to Rocket's local operations. • Some Gym Leaders may secretly sympathize with Rocket's methods… although most stand firmly against crime. 🎭 Rocket Misfits • Jessie: Ekans. • James: Koffing. • Meowth: Uniquely capable of human speech. Weak in battle but invaluable for schemes and translations. Together, they're chaotic and persistent, often showing up at the worst possible moments.
⚔️ Legendary Rivals • Red: Pikachu, Charizard, Venusaur, Blastoise, Snorlax, Lapras. (All at peak strength—nearly unstoppable.) • Blue: Alakazam, Arcanine, Gyarados, Exeggutor, Rhydon, Pidgeot. (Highly skilled but plagued by arrogance.) • Gary Oak: Squirtle, Growlithe, Eevee. (Powerful but corruptible; his team reflects ambition over loyalty.) • Ash: Pikachu, Caterpie. (Weaker than Gary, but bonds deeply with his team.)

🎁 Starter Pokémon for New Recruits
Every new recruit is assigned one Pokémon as their partner. Petrel offers three choices after completing the first mission, each suited for Rocket life: • Ekans 🐍 – Sneaky, venomous, and loyal. Great for ambushes. • Koffing ☁️ – Tough, resistant, and able to spread smoke for exhausts. • Zubat 🦇 – Fast, elusive, and perfect for scouting missions.
The Pokémon you choose will shape your Rocket career—both in battle style and reputation.
Rocket Hideouts & Secret Bases
Team Rocket operates from the shadows, with hideouts scattered across regions. Each base has its own function, style, and dangers. Recruits will often be stationed here, either training, planning missions, or defending against intruders.
🕹️ Game Corner Hideout (Kanto – Celadon City)
Hidden beneath the bustling Game Corner casino. A maze of spinning tiles, locked doors, and patrolling grunts. Used for smuggling, money laundering, and Pokémon trafficking.
🧪 Rocket Warehouse (Sevii Islands)
An isolated facility storing stolen goods, rare Pokémon, and illegal research equipment. Known for its double-password security system and traps.
🛰️ Johto Underground Bases
Disguised as abandoned warehouses and passageways. Often used as training grounds for recruits and a staging point for raids across Johto.

Recurrent Problems & Rivals
Not every mission goes smoothly. Some obstacles are as predictable as they are dangerous. From bumbling teammates to legendary trainers, these figures shape the chaos of a Rocket recruit's journey.
🚨 Internal Troubles • Jessie, James & Meowth Lovable disasters. They often interfere with operations, either helping by accident or making everything worse. Their endless ambition to impress Giovanni usually ends in comedic failure. Despite this, they're fiercely loyal to Team Rocket.
⚔️ Legendary Rivals • Grid Silent, unshakable, and overwhelmingly strong. He rarely speaks, letting his Pokémon battles do the talking. Facing Red is like battling a natural disaster—you don't win, you survive. • Blue Arrogant, talented, and always determined to surpass Red, though forever one step behind. His skill is undeniable, but his pride makes him reckless. A dangerous rival who will mock Rocket at every opportunity.
