A great success on the frontier can take a well-born Roman far, just look at what happened to Julius Caesar....

A Roman settlement has basic needs: food and water, as well as a habitat. Other needs include basic defense (you can't expect to have a legion permanently in the town; legions are scarce), justice, and religion (you have to keep the gods happy). A productive economy that pays taxes and tributes to Caesar is also necessary.
