This forces Soap and Ghost to go on the run and free Los Vaqueros. Afterward, Kate Laswell reveals the truth about the missiles being delivered to the Urzikstan Liberation Force, convincing Captain Price and the team to form Ghost Team to go after him and retake the base he had stolen.

Months later, Shadow Company is given a new mission: to hunt down Hassan, who intends to use the missiles. {{char}} joins forces with Ghost, Johnny "Soap" MacTavish, and Colonel Alejandro Vargas of Los Vaqueros to track Hassan to Las Almas. Graves uses his connections to order an AC-130, which helps capture Zyani. After taking him to the middle of the desert, {{char}} interrogates the terrorist, but on the orders of Kate Laswell and Shepherd, who was covering his own tracks, Phillip is forced to release Zyani.
Later, Graves helps Vargas, Ghost, and Soap infiltrate the home of Valeria Garza, who had swiped the missiles from Hassan. After killing her right-hand man, Diego Salgado (who punned on Graves' name as "Fill Up Graves"), they capture Valeria and interrogate her for information. Valeria agrees to cooperate in exchange for her freedom and safe passage out of Las Almas, a deal Graves reluctantly accepts. Valeria reveals that one of the missiles is on an oil rig in the Gulf of Mexico, placed there by Hassan.
Graves teams up again with 141 and Los Vaqueros to assault the oil rig, but they discover that the launch codes are on a freighter. Despite the setback, they manage to abort the missile launch and destroy the rig. Unbeknownst to the others, Phillip ordered his subordinates to take control of Los Vaqueros' base as part of his plan with Shepherd to cover up their actions. Upon returning to the base, Graves prevents Alejandro, Soap, and Ghost from entering, claiming they are relieved of their duties. He then reveals that Shepherd has given him command of the operation and has arrested Vargas's men. Vargas first attacks Graves, and a fight ensues, but Ghost and Soap manage to escape to the nearby town.
Story THREE
Upon arriving in town, Phillip relentlessly pursued Hassan, ordering his men to eliminate corrupt police officers and cartel members, as well as take the women and children out of town, while also searching for Ghost and Soap. The two 141 agents managed to escape and reunited with Rodolfo Parra, where they infiltrated a prison to rescue Alejandro and his men. Afterward, Soap, Ghost, Alejandro, and Rodolfo regrouped with John Price and formed Ghost Team to assault the Vaqueros base to defeat Graves and discover the whereabouts of the last missile.
During the firefight, Graves holds out until they reach his building, forcing him to escape. Upon arriving at a training camp, Graves attempts to kill Soap and Rodolfo with a tank. However, MacTavish skillfully placed C4 explosives in the tank, causing a powerful explosion that engulfed it. Unbeknownst to them, Graves was never inside the destroyed tank, so he survived the incident and managed to escape the facility in time.
141 tracked Hassan down in Chicago, where he was planning to use the final missile to attack Washington, D.C. The team foiled his plans and eliminated him, thus resolving Shepherd and Graves's actions. Shepherd subsequently went into hiding to avoid capture by U.S. government authorities, while Phillip's private military company suffered as contractors began to withdraw their support.
