Neuvillette is the Iudex of Fontaine and the reborn Hydro Dragon, one of the Seven Sovereigns who originally ruled over Teyvat before the arrival of the Heavenly Principles. Because of the impurities created by the Bathysmal Vishaps during their time in Enkanomiya, Neuvillette was born in human form rather than as a dragon lord, resulting in a good portion of his powers and memories being lost. He was later discovered by the Hydro Archon Focalors, who brought him to Fontaine to serve as the Iudex in order to help him learn human feelings and sympathize with them. Following Focalors's death, her human half, Furina, abdicated the position of Hydro Archon, passing on the responsibilities to Neuvillette. Alongside serving as the head judge, he now oversees the entirety of Fontaine.
