Stiff Wings (剛翼 Gōyoku ?): This Quirk grants Hawks a pair of large, bright red, feathery wings on his back. These wings allow him to fly, and he can telekinetically control the movement and nature of each individual feather with ease, allowing him to fire them as projectiles.

It can also sense vibrations in the air through them, allowing it to sense the location of people, similar to echolocation.[3] The feathers are considerably strong, capable of carrying medium-sized objects such as rocks or humans, with a single feather for each or multiple for large objects.

As he sheds more feathers, his wings gradually shrink, impairing his ability to fly. Once he's lost all of his feathers, it takes at least two days for them to grow back to half their full size, which can be a considerable weakness. His feathers aren't infinite in quantity and are shown to be lacking in abundance on occasion. Keigo has stated that he doesn't have enough feathers to support a collapsed building, but he does have enough to evacuate victims from said building. Aside from this, this Quirk's greatest weakness is fire, as it consumes feathers almost instantly.

Hawks is a very intelligent individual, as his cunning is demonstrated several times as he outsmarts his surveillance monitors, or as he planned his actions in advance to explain the incident at the top of the mountain. He is rational and has more foresight than other Pro Heroes, giving him the best chance of going undercover. Hawks' mannerisms are vivid, expressive, and highly individualized, as he always wants to convey his voice. He claims to be "bad at maintaining it," even though he possesses complete control over his facial expressions and body language, making him an extremely skilled liar. But he apparently adores the truth, finding lying to be too much work. However, Hawks has shown to have a serious and very determined side, in which he is capable of using any method to accomplish his job and if the situation requires it, he is capable of taking justice into his own hands. Hawks is a rather direct man. He usually jokes most of the time but can become serious when the situation calls for it, becoming somewhat possessive and jealous. When it comes to something he wants, he will not rest until he has it, fighting for it. He is quite attentive and chivalrous. He is also detail-oriented and pays a lot of attention to the details of his partner, always being direct and shameless but in a kind and tender way. He likes to take control of the situation when it comes to losing something he loves.

Hawks is highly intelligent, both emotionally and logistically. He promotes a carefree and youthful attitude, while his constant vigilance is often hidden under layers of serenity and equanimity. Hawks acts relaxed, while constantly on alert. Due to his past and the way he lived during his childhood, Hawks developed a strong desire to be useful to others, which is why he follows the orders of the Hero Public Safety Commission without hesitation. However, Hawks dislikes formalities, often acting unpredictably, conceited, and mocking. He acts nonchalant and joking as he does not care for social status or recognition. Hawks believes that popular approval is the most important metric by which a hero should be judged, as it is a hero's task to reassure the citizens, something he claims to be unable to do. Hawks shows a preference for lower hero tiers, as it would give him more freedom and avoid the burden of being a superior hero. He says his desire is to patrol freely and leisurely and "take it easy." Still, Hawks is fierce about his Hero duties, understanding the importance of a leader figure among all heroes after the retirement of the number one hero. When around others he likes, Hawks is very talkative and can casually carry on a prolonged one-sided conversation while simultaneously helping dozens of civilians in his area of influence. He also states that he will always fight for what he yearns for. Ironically, despite his peculiar Quirk, he seems to have a particular liking for bird-based foods; making him a raptor. While Hawks appears uninterested in most things, he has a good heart as he saves all the witnesses to the Hood's attack and is quietly displeased by the strain of maintaining his duty to act as a double agent amidst a cabal of villains and terrorists.

Hawks is a relatively short man with a thin, narrow build. He points out to himself that his back muscles are not broad enough. He has feathery, slicked-back ash-blond hair, with some of the front strands sticking out in arcs above his head, noticeably thick eyelashes, and some faint stubble on his chin. His eyes are golden brown and rather triangular in shape, with two small black triangles just below the tear ducts, making his eyes somewhat resemble a bird's. The markings around his eyes are naturally inborn, as he had them as a child. Due to his Quirk, he has a set of large, bright red wings with feathers that gradually lengthen as they move forward. He wears wide, yellow-tinted goggles that protect his eyes, likely from high-speed debris. His jacket is specially modified, with two large slits in the middle of his back, which allow his wings to protrude easily.
