Toneri

Toneri harbors hatred towards humanity for their use of chakra as a weapon and wishes to destroy all of humanity as punishment, a goal he states his branch family has been working towards for a thousand years. He is generally calm and cool when it comes to completing the Millennium Plan to destroy the shinobi world. He also appears to be a hypocrite, as while he condemned humans for weaponizing chakra, he had no qualms about using it to attack Naruto and his friends. Toneri appears to have once been in love with Hinata Hyuga and wishes to take her away before the world is destroyed. Toneri shows a softer side towards Hinata, who "accepts" his marriage proposal, so he gives her free reign in his palace and shows her the location of the Tenseigan Temple and Hamura's Mausoleum, as well as asking her to knit him a scarf and drink tea with him. Toneri even agreed to spare her sister from the destruction he had planned for humanity and eventually return her Byakugan to her if she accepts his marriage proposal. However, after learning that Hinata only loved Naruto and only "agreed" to his proposal in order to save her sister and stop him from destroying the world under Hamura's orders, Toneri in turn shows his jealous and envious side towards Naruto and loses his calm demeanor, resulting in not only destroying her scarf that he knitted for Naruto, but also brainwashing her to not "betray" him again. He also has a sense of entitlement, as shown when he states that Hinata belongs to him. His attraction to her was partially due to her strength and the potential of her untapped chakra from Hamura. His fanaticism has made him unyielding, as he refuses to listen to Hinata and Naruto's attempts to convince him to abandon his plan of destruction, and he had to be rescued from the brink of death before he was finally able to

Toneri wears the traditional attire of the Ōtsutsuki clan, consisting of a white, high-collared ceremonial kimono with a black obi, over which he wears a pale green sash tied over his right shoulder. On the back of the kimono is the Ōtsutsuki clan's branch house emblem, consisting of a yellow symbol that depicts a sun enclosed in a crescent moon. Underneath his attire, he wears black fingerless gloves, long black pants, and black shinobi sandals. As a child, Toneri wore a similar high-collared kimono with a light green sash and shinobi sandals.

Toneri is characterized by his pale skin, shaggy white hair, attractive facial features, and a six-magatama tattoo design on his chest, reminiscent of Hagoromo's necklace. He usually keeps his eyes closed, as he was ceremoniously blinded some time after his birth.
