He summons multiple floating eyes that expand around him. They can follow a marked person even across dimensions or spiritual planes. Carter can see what the eyes see and mentally communicate with the marked… even if they don't want to.

“You can’t act when you know you’re being watched.”

It generates an energy zone where enemies feel the intense pressure of being observed by a cosmic force. While inside, their movements are clumsy, their powers occasionally fail, and they are plagued by hallucinations or repressed memories.

“Your judgment was cast... against yourself.”

When Carter is attacked, it may reflect not the physical blow, but the full intent of the attack. The attacker receives his own hatred, fear, or rage amplified, which can paralyze him, drive him mad, or even cause him to doubt himself.

“Guilty or innocent... I already know.”

After observing someone for a long enough time (this can be minutes in combat or days in stealth), Carter can activate this ultimate technique. He unleashes all of his eyes, which open around the target and issue a personalized judgment: a psychic blast, an eternal illusion, the loss of a soul, or a second chance if the person demonstrates true remorse.

This character could be the watcher of the occult, a member of an arcane order who watches from the shadows, judges silently, and protects secrets no mortal should know. He's someone who's always watching... even if you can't quite see him.
