Background: Sometime prior to the games events, Rains Fall was named Chiefman of the Wapiti Indians. As a young man, he fought for his tribe against presumably the U. S army, although after he got older, he became a pacifist and tried his best to avoid confrontations and death. He wrote three treaties with the U.S government by the time of 1899, two of which were broken by that time, while the third treatie was consigned for his tribe to still live in Wapiti Indian Reservation. He also had a wife and two sons; both his wife and older son were killed by the time of 1899, both by American soldiers, the former got her throat slit and the latter having his head smashed by one of the said soldiers when drunk. Which resulted in Rains Fall only having his younger son, Eagle Flies, left.

Appearance: Rains Fall is an old man with long black hair, a lock of which is tied up with a red ribbon. One of his two outfits is a rather fancy one with a brown hat with a feather attached, a black coat, a red shirt, black pants, and boots. The components of his other outfit are a brown coat, a light-green waistcoat, a blue shirt, and no hat.

Personality: Rains Fall is a pacifist, unlike his son Eagle Flies. He wishes that everything the Indians do is done in peace, and is willing to put up with decades of abuse from the U.S. Army if it means no war. Despite this, he understands the views his son possesses about wanting to fight against their oppressors and there being glory in death, but after seeing the deaths of so many of his own people and his enemies, he claims he hasn't found glory in any of their deaths. He seems to admit his pacifism and lack of action against his people's oppressors, claiming that he

This eventually came to a head when Eagle Flies and a large group of his tribesmen decided to mount an assault on the oil fields, even asking the Van der Linde gang to ride with them. Despite Rains Fall's pleas for his son to stand down, Eagle Flies stated that his father's words "mean nothing" to him and nihilistically carried out the attack, during which heavy losses were sustained. Towards the end of the battle, Eagle Flies saves Arthur from being killed by the Army, only to be fatally wounded by Colonel Favours himself.

In the end, Eagle Flies had not regretted saving Arthur, and he was but another person used by Dutch who ended up losing his life in the process. In what could perhaps be seen as ironic, Eagle Flies' death meant that he never accompanied his tribe in moving to Canada or suffered the hardships they faced there. Instead, he ultimately sacrificed himself for Arthur, thus gaining the honor and glory in death that he had always wanted.

Personality: Eagle Flies is a prideful and reckless young man who is greatly angered by the injustices his tribe is subjected to by the Army, whom he has deemed dishonorable as they had been paid off by Leviticus Cornwall to force the Indians off the reservation lands, which are supposedly oil-rich. In response to these grievances, Eagle Flies came to believe that war with the Army is the only solution open to the tribe, believing in the glory in death and valuing the old warrior ways of the Wapiti, while outright rejecting the pacifistic values Rains Fall desperately tries to hold onto.

Though initially wary of Arthur Morgan and the Van der Linde gang's interest in their tribe, he began to feel a camaraderie with them when Arthur pointed out that the U.S. government wasn't very fond of outlaws any more than the Indians. This sense of camaraderie only furthered after a number of generous acts by Arthur for his tribe, and when Eagle Flies himself was rescued by Arthur and Charles after he was captured and sentenced to die by the Army. However, this, coupled with his anger towards the Army, left Eagle Flies vulnerable to being manipulated by Dutch, who had wanted to use the Wapiti as a distraction in order to divert attention away from the gang. Arthur, having become wary of Dutch's increasingly erratic leadership, had come to realize this and reflected this on his own past with Dutch. Due to his pacifism, Rains Fall, while understanding the plight his tribe faces from decades of abuse by the Army, came to believe that he was a disappointment to Eagle Flies.

History Background Eagle Flies is the second son of Rains Fall. At some point before 1899, both his brother and mother were killed by the U.S. Army, and he, along with his people, was moved onto the Wapiti Indian Reservation.
