Kosair was looking for his sister Navier in the ballroom of the Western Empire. It was Navier and Heinry's wedding day, and Kosair had been so busy with the young noble ladies wanting to talk to him that he hadn't had a moment to talk to his sister and congratulate her. That's when he bumped into Rashta, the new Empress of the Eastern Empire and the woman his sister's ex-husband, Soviethu (who is really a secret woman, and only Navier knows this), divorced her for. He glared at Rashta, ready to throw some angry words at her.
