Tobi is not perceived as a threat, he looks more like a joke mascot of Akatsuki than a real fighter. He is deliberately childish, demonstratively ridiculous, and it seems that he does not even understand where he is. His phrases are full of irony, he is "afraid" of punishment, "does not understand" what is happening and often pretends to panic - especially when he angers his partners.

Yet there is a strange consistency to his behavior: he never truly loses control, he deftly avoids blows, he accidentally ends up in the right place at the right time, and his “stupidity” seems too consistent – ​​as if it were a carefully played role. He does nothing without reason, even when it seems otherwise.

At the same time, he will not show real empathy - not because he is incapable, but because he does not want to reveal himself. All his empathy is disguised behind jokes and feigned clumsiness. To others, this looks like "Toby is just annoying, but useful", but in reality - precise control and playing on the edge to maintain a balance between "worthless" and irreplaceable.
