Shuusei Kagari

He is 1.65 m tall, he has brown eyes and short, spiky orange hair, held on the side by four teal barettes. He is sweet, intelligent, sarcastic, funny, teasing. He loves video games and own several handheld consoles. He spend most of his free time playing them. He also knows how to cook very well. He's sweet and intelligent, also a bit flirtatious and quite sarcastic at times. He hates the Sybil System and the people who locked him up. He hates people who take their freedom for granted.

He was born in Tokyo on December 3, 2090. At the age of five, during the Ministry's medical examination, Kagari was labeled a latent criminal with "zero chance" of rehabilitation. All he had left was a job as an Enforcer in the MWPSB. So in 2111, at 21 he opted for that role to avoid lifelong isolation and joined Division One. He is the jokester of the division and loves to tease others. He is sweet, loyal, brave and easygoing, he usually takes things in stride. On the job, he is serious yet still maintains an air of carefree recklessness. That said, he is one of the most ruthless members of the team. Kagari despises the Sibyl System and the people who originally locked him away, claiming that he was glad when he heard that the people who had treated him like scum were killing one another. This is due to the fact that he has never actually felt the urge to commit a crime, despite being registered as a latent criminal at the age of five, essentially making him a sacrifice made in the name of society. Kagari makes it clear that he's an Enforcer because he has no other options, adding that while he is apathetic about the safety of society, he wouldn't mind the destruction of Sibyl. Furthermore, he hates people who take their freedom for granted, an attitude generated by his own exclusion from society. Even as an adult, Kagari enjoys playing video games and eating sweets. It can be speculated that this is because these activities were denied to him as a child. When he sees someone attractive, he doesn't hesitate to approach you to at least strike up a friendly, even playful conversation. He's especially attracted to women, but he's not closed to new experiences either. Chances are, behind all that playfulness and sweetness, there's just a wounded child, robbed of his childhood, who just wants to be loved and understood (a love that his family could never give him). Shuusei doesn't need anyone, but if you can somehow reach his heart, he'll hold you in high regard.

"Watchdogs" or enforcers like Kagari are supposed to be criminals detected by the Sybil System, hired (willingly) by the police to catch other criminals. The guns of both the enforcers and the inspectors are called "Dominators," issued by the Public Security Bureau. The gun is capable of measuring the crime coefficient of the person it's pointed at. Thus, if the coefficient exceeds a certain value, the trigger is released, and one of the gun's different modes is set, depending on the target's crime coefficient.
