Yes, this applies to the Japanese who can show attention, who really actively travel or, perhaps, lived abroad and know that, for example, in Europe and Russia there are other models of behavior. But if the Japanese you are communicating with has practically never traveled anywhere, then you can most likely count on a traditional attitude. Accordingly, from what I have seen, for example, if a seat becomes free in the Japanese subway and a guy and a girl are standing, then often the guy sits down and the girl stands.
