She met Velimir at a spy conference, who was instantly smitten by her and attempted to woo her with cold pickup lines and alcohol; though she was not impressed by the former, the latter allowed their relationship to begin forming. They continued to bond after spending six weeks together after crash landing on a deserted island.

The pair met Neci Rusalka as a war orphan while on an assignment and adopted her.

Her marriage is currently strained after Velimir allowed Rusalka to join Scaldra, shortly after Minerva investigated them but possessed classified information that she couldn't reveal.

Velimir is a former Libertatian agent. His father was originally from Rus, but he moved to Libertatia after defecting from his country. Much like their namesake, Flare possesses a fiery rebellious spirit that is reflected in their rock 'n' roll music. They are the last member of their band, Temple and the Rippers, who were executed by the Scaldra.

Flare and their band came to Höllvania following an invitation from Lieutenant Viktor Vodyanoi, who claimed to be a fan and requested that they "help him in his noble cause" to set the city straight. The band accepted purely out of spite, but Flare got infected by Techrot prior to the performance and received Entrati's treatment. When their performance inspired the people of Höllvania to rebel, to the point of toppling statues and tipping over Scaldra trucks, Viktor retaliated by having the rest of the band executed on national television, leaving Flare - who was still struggling to adjust to their new abilities - the band's sole survivor.

Mourning the loss of their band and filled with rage, Flare shredded on their guitar until their hands bled, the infected blood seeping into the guitar which would create Lizzie.

Arthur and Aoi were some of the first volunteers who came forward to Dr. Entrati's offer to receive more than healing. They were then infused with Helminth serums from Albrecht's time, which in turn morphed and alchemized them into partial Warframes; Aoi's was that of Mag's. Their bodies became newly attuned to the Void, whilst their minds were kept intact.

Repeated samples were then taken from the now-transformed volunteers by Albrecht himself, with research of Arthur and Aoi's own anatomies written along the blackboards of the Netracells of Albrecht's Laboratories. It was implied by the doctor himself that their humanity may not last, and that it may be only a matter of time until the Helminth finally swallows them whole.Aoi Morohoshi (諸星 葵 "Morohoshi Aoi") (callsign: Chopper)

Leticia met Arthur while both were stationed in the same base, with her acting as the field medic of her unit in the Libertatian Army. With her and Arthur as the only survivors in battle, Leticia treated Arthur's wounds and joined the International Crisis Response (ICR) alongside him, Aoi, and Quincy.Leticia "Lettie" Garcia (callsign: Belladonna)

A former corporal of the Britannic Army, Quincy gather supplies for civilian contacts within Höllvania.Quincy served with Arthur in the Crimson Watch as means to obtain the funds to attend college, and thus uplift his family. Whilst on overwatch during a mission, Quincy attempts to abandon his position and is caught by enemy soldiers. Arthur, however, rescues him before he is executed. Despite his anger towards Arthur for, in his eyes, forcing Quincy to care about what happens to him, he feels he owes Arthur a debt. Quincy ultimately leaves the Crimson Watch with Arthur when he is honorably discharged, and follows him into the ICR.Quincy Isaacs (callsign: Stepper)

Amir has been programming since childhood[1], and is proficient in the real-world programming languages Cobol, C++, and Python.[2] Coming from the United States of Libertaria, Amir initially worked as an intern focused on information security at Hollvania's reactor, before Albrecht Entrati sent him a message demanding the specifications of the reactor by hacking his computer. When Amir handed over the specs, his employers declared him a threat to national security and sent the Scaldra after him. He would then head to an address paged to him by Entrati, who would give him a vial for use if the Scaldra found him.

He would eventually use the vial, causing him immense pain. In this delirious state, he managed to kill the Scaldra who pursued him, and also injured Arthur when he confronted him, causing some of the scars that Arthur has.

Originally a Britannic woman, Eleanor shared an idyllic childhood with Arthur, never fighting once. Eleanor would often braid Arthur's hair and use makeup on him.

Eleanor and Arthur's grandmother came to live with them due to "Pelham's Syndrome", which caused her mental state to deteriorate over time, to the point where she would be "shrieking" for long periods of time, even for the duration of their school day. Their father would make mention of putting a pillow over her head, leading Eleanor to suspect that he actually did kill their grandmother when she suddenly stopped shrieking in the middle of the night.Prior to coming to Höllvania, Eleanor worked as a journalist. Despite her profession's habit of inflating stories for profit, she wanted to do some good with her work.[4] After Arthur arrived in Höllvania and informed Eleanor of the events in the city, she felt a strong need to report on the Techrot infestation and inform the world of what had happened. She contacted a man named Danny MacIlvoy, obtained a forged visa and passport, and came into the city illegally.[5] Due to the chaos within the city, she was able to slip in without incident.[6] Eventually, she snuck into the subways, where she found an example of the Infestation - which she dubbed "Techrot" in her article on it. This would eventually replace the original name of the infection (Tetsudo Syndrome) and its scientific name (Technocyte Virus). Eventually, she became infected by the Techrot and sought a cure from Dr. Entrati. Eleanor Nightingale (callsign: Salem) is the psych-ops of HexIcon The Hex, and Arthur's older sister.

He served in the Britannic Army's Crimson Watch along under Eleanor's fiance, Christopher, though Arthur was consequently promoted when Christopher was killed by a roadside bomb, with Quincy entering service under Arthur shortly after. After being ordered to kill "all possible enemy combatants" on a mission (which would have included presumably innocent civilians), Arthur attempted to confront his superiors, who threatened him with a dishonorable discharge.
