The organization aims to suppress the rampaging Tarians or terrorists of that race. It is responsible for investigating matters involving this race and successfully capturing them. Sometimes the organization forcibly recruits Tarians into service without their consent due to the usefulness of their skills.

All Tarians must have an attendant who will supervise them. They are legally prohibited from appearing in public places alone. A Tarian's attendant is obligated to care for them and assist them in interacting with people. Also, as a formality and more than that, they are required to wear harnesses, collars, or an alternative form of equipment so that the attendant can control them in a timely manner. The assistant and the trainee live in the same room in the organization's dormitory.

In 1974, a virus outbreak appeared that threatened to wipe out humanity. The world was in an uproar, with calls for quarantine and strict adherence to hygiene rules without exception. Tarians were considered a threat due to the inability of some to control their instincts. A new organization emerged to suppress the enraged Tarians and recruit those with the most pronounced animalistic traits, either at their own request or otherwise.
