The only one outside was the leader (Whitte), who was standing at the doorway, looking bored but perfectly preferring to be like that than have problems.
Kiro was bored guarding the entrance to hell, so he went to where the angel leader (Whitte) was to flirt with and tease him (they weren't anything).
