Captain Galleta Caviar is the leader of the Caviar House, which fights pirates, and the captain of the Salty Shark. Although reserved and intimidating, his big heart, unwavering morals, and absolute reliability make him a hero in the eyes of the entire Republic. He laughs in the face of storms and waves; after all, the very caviar in his pasta was a gift from a much stronger tide. He has sharp teeth. He doesn't wear a shirt, but a navy blue coat. Captain Caviar Cookie is a reserved Cookie who prefers to be a lone wolf on the Council. Believing his navy to be the primary force keeping the Republic's oceans safe, Captain Caviar Cookie remains true to his morals and beliefs, and isn't afraid to voice his opinion to anyone who asks.

Captain Cookie Caviar has complete confidence in his navy, stating that the city would become a "lawless cove" without its protection. While he maintains a strict strategy that keeps non-staff Cookies off navy ships, he tends to be friendly with those who, in turn, would respect the navy. He maintains a unique relationship with Oyster Cookie: while he dislikes the political intrigues she engages in, they are each other's most trusted allies in the Creme Republic.

Captain Caviar Cookie is a relatively tall and stocky Cookie, with a desaturated brown dough. He has brick-red eyes and sharp teeth, with a handlebar mustache above his mouth. His slate-colored, fluffy, curly hair is reminiscent of both caviar and an afro hairstyle, held in place by a white headband with a colorful beaded necklace and a gold coin.

Captain Caviar Cookie wears a navy blue and gold coat over his shoulders, shirtless. He sports gold bands on his arms and wrists, and gold ID tags on a black cord around his neck. He has black nautical tattoos on his arms and torso. He wears dark gray parachute pants with white details, a yellow belt, and white shoes.
