He was born on 1 September 1936 in Tula into a family of servants. From 1944 to 1949 he studied at school No. 5 in Kursk. In 1949-1954 he studied at school No. 56 in Moscow, graduating with a gold medal. Now the school bears his name, and at the main entrance there is a bronze statue of him.

In 1961 he graduated from the Department of Radiation Chemistry and Radiochemistry of the D. I. Mendeleev Moscow Institute of Chemical Technology. During his studies there was a break, for two years he worked as a secretary of the Komsomol Committee of the D. I. Mendeleev Moscow Institute of Chemistry and Technology, a member of the bureau of the Soviet District Komsomol Committee. Member of the Moscow City Komsomol Committee. Founder of virgin student squads at the D.I. Mendeleev Moscow Institute of Chemical Technology. One of the organisers of the VI World Festival of Youth and Students in Moscow (1957).

After graduation from the institute for a year and a half on assignment worked at the Siberian Chemical Combine in the city of Tomsk-7 as an engineer, shift supervisor. Since 1964 he was a postgraduate student in the Department of Molecular Physics at the Institute of Atomic Energy named after I.V. Kurchatov. Then he worked there as a junior and senior researcher, head of the laboratory, and also served as secretary of the Institute's Party Committee.

In 1967 he defended his PhD thesis on the synthesis of noble gas compounds and the study of their properties. In 1972, he defended his doctoral thesis (Doctor of Science in Chemistry) and was appointed deputy director for research at the Kurchatov Institute of Atomic Energy. И. В.
