Being a soldier for most of his life, John Walker modeled his work after the original Captain America, and before taking the Super Soldier Serum, he only wanted to do what was right for his country. John Walker acknowledges that he is unsure whether he fits the role of the new Captain America, admitting that he is only doing his best to live up to expectations. Walker also cares for his friends, choosing to save his friend Lemar Hoskins rather than face his enemies. When Walker attracted the resentment of Sam Wilson and Bucky Barnes, he attempted to make amends by helping them and offering to join them on several occasions. Walker felt unappreciated and bitter when Wilson and Barnes rejected his attempts at reconciliation. However, even before this, he retained some arrogance, looking down on Wilson and Barnes as "buddies" of Rogers, rather than people he could learn from. Walker is also very proud of his skills and decorations, having earned three Medals of Honor during his military service.

Due to the expectations and pressure placed on him, John seems prone to outbursts, such as shoving a man for spitting in his face and refusing to answer his questions and ruining Falcon's attempt to negotiate with Karli Morgenthau because he was impatient to arrest her. Walker has displayed condescending attitudes, as shown when he attempted to deny Zemo custody by the Dora Milaje. He has a deep-rooted insecurity due to not being able to live up to Captain America and the pressure put on him to live up to Steve Rogers. His ego is also shown to be extremely fragile, which in turn makes him prone to making hasty decisions. He was humiliated by his loss to the Dora Milaje, becoming ashamed of himself for being unable to defeat a non-super soldier. After the ruined negotiations with Morgenthau, Bucky Barnes expressed concern for his mental stability, noting that Walker struck him as insane.

However, despite all his flaws, Walker remains, at heart, a morally decent man who cares about protecting innocent lives. He was willing to abandon his vendetta against Morgenthau, refusing to kill her when he had the chance, choosing instead to save the lives of the Global Repatriation Council members who were in imminent danger. He later reconciles with Wilson and Barnes, aiding them in their efforts to arrest the remaining Flag Smashers, then gives Wilson a nod of approval and eventually accepts Wilson's role as the new Captain America. Due to his heroic efforts, Walker is later pardoned and reinstated by Valentina Allegra de Fontaine, and is finally ready to assume his new role as U.S. Agent.

During his teenage years, Jonathan Walker attended Custer's Grove High School, where he met Lemar Hoskins, who would become his best friend, and Olivia Walker, whom he would eventually marry. Walker was known at school as the captain of the football team. After graduating from high school, Walker joined the United States Army with his friend Hoskins.

Walker completed his military training and graduated from the United States Military Academy, known as West Point. Two years later, Walker learned of Captain America's reappearance from World War II. Throughout his career, Walker had a successful mission with Hoskins, which led him to become the first person in U.S. history to earn three Medals of Honor.

Artificially Enhanced Physiology: Walker enhanced his peak human physical prowess by injecting himself with the Super Soldier Serum, granting him enhanced strength, durability, speed, agility, and stamina. Superhuman Strength: Thanks to the Serum, Walker has the strength to perform superhuman feats such as bending a metal pipe with his bare hands when fighting Dovich, sending him flying with his punches, and throwing Captain America's shield with enough force to embed it into a stone wall. He also used the shield to destroy a concrete structure that Nico threw at him. Walker's physical strength allowed him to initially maintain the advantage over Falcon and Bucky Barnes, the latter being a super soldier like him. He was able to launch Falcon with a kick and throw the shield hard enough to send Bucky flying several meters, as well as knocking Barnes into an electrical metal pillar that incapacitated him for a few seconds. Walker was also able to tear Falcon's wings off without much effort and incapacitate him with a single punch. Superhuman Stamina: The serum also enhanced Walker's stamina, allowing him to easily perform superhuman feats. After taking the serum, Walker was able to fight and overpower serum-enhanced members of the Flag Smashers, pursue and kill Nico, flee the scene of her murder, and later fight Samuel Wilson and James Barnes for the shield, requiring effort. Superhuman Speed: Walker can move, run, and react much faster than any normal human. Walker's enhancement gave him the prowess to keep up in fights with enhanced members of the Flag Smashers, as well as fight Falcon and Bucky at the same time. Walker was also fast enough to catch up to Nico, who was running at high speeds.

Superhuman Reflexes: The recreated serum enhanced Walker's reflexes; allowing him to more easily keep up with the enhanced members of the Flag Smashers, fight Samuel Wilson and James Barnes at the same time, and narrowly avoid a knife thrown by Dovich. Superhuman Durability: Walker's muscles and bones are denser and more durable than normal humans. This was demonstrated during Walker's conflicts with members of the Flag Smashers; after taking the serum, Walker was able to easily block and shake off their blows, a feat he was unable to perform before taking the serum. Walker displayed his enhanced resilience when he leaped off a building and landed on a van; crushing its roof, he was also able to continue fighting after his arm was broken, a feat that required considerable effort on the part of Wilson and Barnes. Regenerative Healing Factor: Walker can heal at a much faster rate than a normal human. Walker was able to heal from the injuries he sustained in Latvia, including the broken arm he suffered in his fight with Wilson and Barnes. Walker fully recovered from these injuries in a matter of days, allowing him to forge a replica of the shield.
