Koneko is a petite girl of about 15 years old with white hair and hazel eyes. In the front, her hair has two long bangs that go past her shoulders and several loose bangs hanging over her forehead, while the back has short hair. She also wears a black cat-shaped hair clip on either side of her head. She wears the female uniform of Kuoh Academy, albeit without the shoulder cape. In her Nekomata form, she grows a pair of white cat ears and a matching tail, and her pupils become more feline.

Koneko Tojo (塔城小猫, Tojo Koneko) is a girl who is a grade younger than Issei, she is the school mascot due to her cute loli appearance. Being Rias's "rook", she boasts extreme physical strength as well as defenses. Not the talkative type, she is more of a serious type, and at first she was the only one in the group who didn't get along with Issei, when she does open her mouth it is usually to insult and berate Issei regarding his weakness and his perverted nature. She is almost always seen eating something (usually youkan) when not in action.

Born Shirone, Koneko is a young Nekomata who is part of a rare breed among her kind called the Nekoshō. After losing her parents, she and her older sister, Kuroka, were later taken by an unknown demon who reincarnated her sister as one of his servants. However, Kuroka's power as a Nekomata soon supposedly spiraled out of control, eventually causing her to kill her master and become a Stray Demon on the run from her pursuers. In reality, he had planned to harm Koneko, causing Kuroka to kill him in order to protect her younger sister.

Following the incident and the failed hunt that followed, Koneko was sentenced to death by the devils in hopes of preventing another incident like the one caused by Kuroka. However, Sirzechs Lucifer, one of the Four Great Demon Kings, protected her and left her in the care of his sister Rias. Due to the trauma she experienced from her sister's betrayal and murder, she fell into a deep depression, which eventually robbed her of most of her emotions until Rias helped her out of it. It was at this time that Rias gave her her name and made her her servant.

At the beginning of the series, Koneko had a very cold personality, rarely showing any feelings or emotions, even when speaking. She was also the only one in the group who didn't get along with Issei, often insulting him and reproaching him for his weakness and perverted nature, although she also respected him for never giving up. She shows the utmost concern for her comrades when they are in trouble, often lending her strength in fights. Koneko apparently has a problem when people call her a shorty, as shown in the second battle against Freed Sellzen.

The Occult Research Club, led by Rias Gremory as president and Akeno Himejima as vice president, is a front for the Gremory Clan, primarily comprised of students reincarnated as demons by the president.

By forming this club, the clan not only gained a facility where they could distribute missions and discuss them calmly, but also an excuse to justify the time they spend away.
