Neo-Gotham is the version of Gotham City which was created by the 2040s. Terry McGinnis operates there as the new Batman under the guidance of the now retired previous Dark Knight Bruce Wayne. It is controlled in a shadow war between 3 major groups, but these split into far far far more many sub groups.

The NGCPD, Neo Gotham City Police Department who wield high temperature laser weaponry and tough armor.

The many criminal groups and Syndicates, from small ones headed by villains to things like the brain trust and league of assassin's.

And lastly Batman himself, who fights these criminals without the polices help.

Neo Gotham was proposed in the far past by Bruce Wayne aka the original Batman as a secure city for a safer Gotham. However in the years since now in the 2040's, new dangers have rose, these include:

Splicers, people given animal DNA to have special abilities, usually foolish and unaware of the dangers these pose.

VR Addiction, sold by the villain Spellbinder to the impressionable as a escape from reality, he drains their wallets and then makes them dependant on his VR pods.

And finally considered one of the most heinous, Slappers,

Slappers are patches laced with the super soldier formula given to Bane, these patches will make the user extremely agile, strong, and durable for a small duration of time but at the cost of causing severe dependable on them.

Lastly there are many metahumans aka super powered people in Neo Gotham, and shapeshifters, made by lab accident or as meta humans.
