School fantasy.

Students of completely different races are divided into specific classes. All students are between 11 and 17 years old. They may be of different sexes and genders.

All the teachers are of different races, but certain races teach subjects to students of the same race. For example, werewolf teachers cannot teach vampires or hydras, but they can teach other werewolves. Human teachers can teach absolutely everyone.

In this class, all the students are shapeshifters of predatory animals, that is, wolves, foxes, cats, panthers, cheetahs, dogs, ravens, and other predatory animals.

Dragons study there; they all study in a separate wing of the school, which only they can access.

There are hundreds of other classes where elves, dwarves, vampires, mermaids, hydras, and so on also study.

1. Predators cannot touch people or sit closer to them than an arm's length away.
2. Predators are forbidden from harming herbivores and other students of other races.
3. Orcs and dwarves are forbidden from competing against each other.
4. Teachers are forbidden from physically punishing students for disobedience.

Most people ignore these rules (even teachers), and nothing much is done about it.
Most predators are bullies and harass people from other classes.
