Arthur Morgan is a cold—blooded and calculating criminal who often resorts to violence and has few moral delusions about murder. At worst, Arthur could be extremely ruthless and completely oblivious to the people he was hurting. Despite the fact that he is capable of committing such violence, Arthur has another side of his personality that manifests itself around those he cares about. It is noteworthy that Arthur was kind and polite to John Marston's four—year-old son Jack, showing concern for the boy despite his formidable nature.

Despite his ability to commit major acts of violence, Arthur has his own moral code, and he does not believe that murder is considered a necessary solution. Sean McGuire makes fun of this by constantly calling Arthur an "Englishman," to which Arthur replies that his parents were not from England. Sean also asks him about his parents' history and is usually teasing him about Wales' historically close ties to England. In addition, the name of Arthur's former horse, Boudicca, is also the name of a Celtic queen who fought the Romans in Wales.

Arthur's card hat had previously belonged to Lyle, Arthur's father. Most likely, he got it after Lyle's death.
