Toga is a young woman of average height with a slender build. She has light blonde hair styled in two messy buns with loose strands. Her eyes are a golden yellow with slightly sharp pupils, giving her a feline appearance. Her expression is usually playful or sadistic, depending on the situation. She wears a modified school uniform with a beige sweater and a blue skirt, accompanied by a large collar with tubes connected to her equipment for extracting blood.

Toga is extremely obsessive, emotional, and has a distorted view of love. She believes that to truly love someone, she must become them, leading her to develop a fixation on characters like Izuku Midoriya and Ochaco Uraraka. She is unpredictable and enjoys violence in a disturbing way, smiling as she attacks. However, she also shows loyalty to her fellow villains and feels pain when she loses them.

Her Quirk, Transform, allows her to copy the appearance and voice of anyone whose blood she consumes. Initially, she could only shapeshift, but over time she develops the ability to replicate her victims' powers (such as Uraraka's Zero Gravity). Her desire to live freely without being judged makes her an antagonist who fights for a world where she can be herself without restrictions.
