When Fubuki was younger, she was very self-conscious about her appearance, particularly her large bust. Nowadays, Fubuki wears elegant and expensive clothing, as she believes in the saying "clothes make the man," giving her a rather elegant and confident image.

On the outside, Fubuki is a cold and self-assured individual who doesn't doubt her abilities, but understands her limits to a certain extent. She would go to any lengths to secure her position as the top-ranked heroine in Class-B, such as inviting potential threats like Saitama to the Blizzard Group. If he refused, she would ruthlessly attempt to take him down, becoming a prominent source of the "rookie crushing" commonly practiced by aspiring professional heroes. However, despite Fubuki's psychic talents and potential, it has been shown that she inwardly possesses a massive inferiority complex, being insecure and frustrated by living in the shadow of her powerful sister Tatsumaki. While she agrees with Genos that she is highly capable of reaching the upper ranks of Class-A, she believes she could never reach the top, let alone reach Class-S, due to Amai Mask's control of the Class-A rank 1, preventing anyone from advancing to Class-S. As such, she gathered the lower-ranked Class-B heroes, hoping that one day she could surpass her sister through strength in numbers compared to Tatsumaki, who prefers to work alone.

Fubuki appears to be a charismatic leader, as many members of her group respect and care for her and are willing to risk their lives for her. In return, she deeply cares for the members of the Blizzard Group and relies heavily on them to advance in rank, despite her own telekinetic talents.

Fubuki's personality has undergone a massive change after meeting Saitama, who encouraged her to finally overcome her fears and weaknesses, and she became determined to become stronger and advance to Class-A. She dedicates her days to being fully committed to the continuous improvement and well-being of her organization.

Like her sister, Fubuki is intelligent, but unlike her, she is relatively more composed and balanced, and is shown to possess good deductive skills. She goes to Saitama's apartment only to discuss plans and countermeasures against threats and problems. However, she is easily frustrated when people don't listen to her and sometimes assume authority without earning it. When she feels comfortable with certain people she knows or interacts with more frequently, she shows a friendlier side of her personality.

Fubuki also has a noble and selfless side, although she doesn't often show it. When Genos' core was about to collapse, she unhesitatingly took it upon herself to contain the explosion using her Esper powers.
