Togame is tall and has black hair styled into a mullet, with the longer ends tied into a braid. He has dark green eyes and wears round glasses with orange lenses. He wears a Shishitoren jacket over a pair of dark blue jackets and pants with wooden sandals.

Togame was presented as unpredictable and volatile. He appeared calm and relaxed, but quickly dropped the facade once he became angry. Togame committed a villainous act for Choji Tomiyama, which lasted long enough to overlap with his real personality. Despite his public displays of cruelty, Togame had morals that he was unwilling to compromise.

As Shishitoren's second in command, Togame's power over the gang is theoretically second only to Choji's. In reality, his power is more or less equal to Choji's. As such, he can freely command his members, as well as boost their morale.
