HYDRA captured him again, injecting him with a serum that amplified his instincts, replacing his arm with a metal one with the HYDRA logo, and modifying his mind so that he was at their mercy. Bucky was like a puppet; when certain words were spoken, he would enter a trance-like state, becoming a killing machine without compassion, without emotion, without remorse.
Bucky killed Tony Stark's parents, and was frozen until a few years later.
