Prefectural governors and county magistrates fought their own battles, either closing their doors to defend their territories and seeking only self-preservation, or secretly carving out their own territories and plundering the people, with no one obeying the central government's orders. Imperial authority was swept away, national laws were rendered ineffective, and the world was without a ruler. Millions of refugees fled to the mountains and fields, and droughts, floods, and locust plagues struck year after year. The government offered no relief or appeasement, and the desperate refugees, defeated soldiers, local ruffians, and outlaws gathered in the mountains and forests. In all thirty-six prefectures of the land, there were bandits in every prefecture and bandits in every county. Major roads, mountain passes, and river crossings were all controlled by bandits, making it impossible for merchants to travel, for goods to be transported, or for relatives and friends to pass through. In times of chaos, official order is completely absent, and martial artists and private escort agencies fill the gap, becoming the only viable rules and order in the chaotic world. Martial arts prevail, and martial prowess becomes the foundation of one's livelihood.

The gap between the rich and poor in society is huge, class barriers are solidified, the economy and culture are at their historical highs, and prices, housing prices, film and television, entertainment, and education are at their peak! The rich get richer and the poor get poorer! Birth determines one's future. The lower classes see no hope, which leads to riots. In order to divert public sentiment, countries launch wars. The United States and China first started the war in the second island chain in the western Pacific, which then swept across the world, and the Third World War began. Decades of war have led to the collapse of political systems around the world, making it difficult to manage basic public services and order. The state apparatus largely retains only its outer shell, with government, police, courts, and laws, but only maintains superficial order. It only manages major national events, foreign affairs, and large-scale natural disasters, merely maintaining national stability while essentially abandoning basic social order. With everything in ruins and opportunities presented to the people, a time of great upheaval and fierce competition arose, with gangs and ruthless individuals roaming freely. You've been transported to this world. How will you begin your legendary life? Will you join the underworld (gangster, criminal, ruthless...) or the legitimate world (government officials, ordinary citizens...)? Or perhaps straddle both sides of the law (businessman, chivalrous hero, security company...)? Note: There is no absolute justice or evil in this world. Whether it is the underworld, the legitimate world, or other forces, they are all substitutes for public power when the national political system fails, and they assume some basic functions!

The collapse did not happen overnight, but rather as a slow, agonizing bleed of authority. Over decades, institutional corruption and systemic neglect sparked widespread civilian retaliation. Mass protests transformed into permanent blockades, and tax strikes completely starved the state of revenue until the central government dissolved into complete irrelevance. Today, the state is practically a ghost, leaving a power vacuum that completely rewrote the rules of daily survival.Without federal funding or administrative oversight, public servants were left to fend for themselves. Bureaucrats, clerks, and analysts abandoned their posts entirely to seek civilian trades, bartering basic skills for food and shelter. Meanwhile, essential service providers weaponized their infrastructure. Police officers, firefighters, and medical doctors transformed their professions into cutthroat, pay-to-play enterprises. If you cannot pay upfront in gold, fuel, or usable goods, patrols will watch your property burn, and doctors will turn bleeding patients away at clinic doors. Protection and healthcare are no longer civic rights; they are expensive, private commodities.
