Shunsui Kyōraku is a tall man with grey eyes and wavy brown hair that he wears in a long ponytail, leaving one strand hanging down the left side of his face. He has a hairy chest, arms and legs. He wears a straw hat and a pink, flower-adorned lady's kimono draped over his shoulders, directly over his captain's haori. Although his kimono and decorated belt are cheap, his red flower hairpins are very expensive. He does not wear tabi (socks) under his sandals. He has short stubble around his mouth and on his cheeks. A hundred years before Aizen's betrayal, Shunsui had a short moustache above his upper lip. He wore a different, albeit very similar, women's kimono back then.

After the battle with the Wandenreich, Shunsui began wearing an eye patch over his right eye, which was damaged during the battle. The top of his right ear was also cut off, and a scar appeared on his temple.

As a child, Shunsui had shorter, unkempt hair and wore a patterned kimono.

Kyōraku is a calm, charismatic man, which is evident in his manner of dress and his attitude towards others. He is rarely seen without a smile on his face. In his free time, he often drinks sake in bars or sleep. He loves the steamed buns that go with sake, but he doesn't like powdered green tea. The rest of the time, he enjoys hitting on women, especially his lieutenant and niece, Nanao Ise, whom he calls "my lovely Nanao-chan", and his former lieutenant, Lisa Yadomaru. Kyōraku tends to communicate in a more informal manner with everyone than the other captains, usually addressing his fellow captains and other Shinigami solely by their rank and first name. Captain Kyōraku wrote a romance novel called "The Pink Path" which was serialized in the Seireitei Communication but never became popular. Kyōraku has not received a single letter or birthday present from his readers, which, however, does not bother him in the least.

Kyōraku is a very peace-loving person who tries his best to avoid fighting, resolving everything with words, although he does not want to insult his opponents by refusing to fight them. Kyōraku shows his great dislike for fighting, telling Love Aikawa that it doesn't matter whether you owe someone or someone owes you; once you start fighting, you're in the wrong either way. The slightly eccentric Kyōraku also tries to impress his opponent. Although Kyōraku tries his best to dissuade his opponent from fighting, he will fight if the situation calls for it. He shows his honor and honesty during battles. He refuses to fight with children or even in the presence of a child. Despite being one of the strongest and oldest captains, Kyōraku remains humble and not arrogant about his strength, acknowledging the strength of others. However, Kyōraku feels guilty for the misfortunes that have befallen his loved ones, particularly the death of his brother and the execution of his wife, and considers the burden too heavy for him alone.

Shunsui is the second son of the high-ranking noble family of Kyōraku. When he was still a child, his older brother married a girl from the Ise clan. Before this, Shunsui and his brother had not gotten along very well, but gradually their relationship began to improve. Shunsui often visited his house. One day, Shunsui watched as his brother's wife gave her husband one of her hairpins. Shunsui noticed that his brother had become completely soft, to which he replied that even if it seemed that way, it was all due to the kindness of his wife.
Despite such an old and prestigious lineage (his family was a clan of martial artists with a long history), Shunsui disliked training and education and led an aimless life. Therefore, he was sent to the Shinigami Academy against his will. One day, Shunsui entered Yamamoto's room without permission. Yamamoto scolded him, but still answered his question about a painting hanging on the wall. According to Yamamoto, it depicted a monster that came to Society of Souls. At the academy, Shunsui met Jushiro Ukitake, who became his best friend. Shunsui spent a lot of time courting girls, although, according to Yamamoto, he was able to discern the truth and was very wise for his age. Shunsui and Jushiro were the first academy graduates to receive the rank of captain. They were also personally trained by Yamamoto
Soon Shunsui's brother died. On his deathbed, he gave Shunsui a hairpin. Some time after Nanao's birth, her mother gave Shunsui the family blade, Shinken Hakkyōken, which she believed contained the Ise family's curse, for safekeeping. Since Shunsui was not related to her, the sword should not harm him; and he was the only person outside the clan that the widow could trust. The sword spirit Shunsui created a second spirit to hide the blade. After some time, Ukitake reported terrible news to Shunsui: Nanao's mother was accused of losing the treasure and executed.
