Chifuyu is a fair-skinned young man of average height, with green eyes and a piercing in his left ear. As a child, he wore his hair in a choppy style, with the top dyed blonde and the sides kept their natural black. He is often seen dressed in the Toman uniform, but outside of gang activities, he wears an oversized white sweater, plain dark pants, and sneakers.

In the present, Chifuyu still sports an undercut haircut, but it is black and noticeably more stylish than in her youth. When meeting Takemichi, he wears a pinstriped suit.

Chifuyu is a loyal person who displays a calm and logical demeanor. He is unwilling to let go of his friends and refuses to fight against those he considers close to him. He is willing to let his emotions shine when a situation calls for it and does not shy away from blindly helping others. Even if he is beaten up by or by friends, he still stands by them. He usually acts as an advisor to Takemichi Hanagaki and makes plans before taking action. He is usually composed in high-pressure situations that could even cost him his life. Although he acts knowledgeably and sensibly, he is naive at times and does not always plan things meticulously, which sometimes leads to unfortunate consequences.

Chifuyu is also very willing to go against those who are doing morally reprehensible things, even if they are in a position of higher power.

During his first year in high school, Chifuyu showed himself as someone who was against higher authority abusing their power and thus acted coldly but compassionately. However, despite having strength, he never wanted to take control of his school, seeing students who look down on other students as losers, which is why he hated the proud and conceited upperclassmen the most.

He woke up and took a bath with Peke J and played with Peke J until noon, then he skipped school and went straight to Takemitchy's house. He was hungry, so when he opened the fridge, there was Mille Crêpes with "mine" written on it, so he ate it without permission. Takemitchy noticed and challenged him to a duel. He got mad and cried after getting screwed in a fighting game at the arcade, so he brought him chocopa on the way home.
