When his father Morgan was a Navy captain, he had a lot of influence and abused it, and he was also a coward. After his father's arrest, he tried to flee, threatening that if he didn't, he would kill his son. When he saw that his father did not like him, although Helmeppo did, he promised to take revenge on him.

In Water 7, he was seen regretting how he was in the past and he was also angry that Koby was recognized after introducing himself, but he was not, and he seemed equally upset when they didn't say goodbye to him either. In the Marineford war, it is seen that, although he has changed a lot since his father's arrest, he is still somewhat of a coward when it comes to fighting.

After the time skip, Helmeppo has matured and is serious about his job as a marine, having quickly captured a group of pirates, proving that he is no longer a coward in combat.

After the time skip, Helmeppo appears to be taller. He still wears his sunglasses, a top hat, and a Navy cape, but has his arms tucked into the sleeves, and a long-sleeved, striped turtleneck sweater, over which he wears a vest.

Under Garp's instruction, Koby's shyness was replaced with confidence, yet he remains polite, modest, and apologetic if he feels he has said something too ambitious, such as publicly declaring his dream of becoming a Marine Admiral. He remains a very emotional, compassionate, and easily moved to tears person. During the meeting at Water 7, Zoro jokingly referred to him as a "crybaby".[8]

Koby does not act with the reckless bravery of many characters in the series, but rather morally. A strong aspect of his personality is his ability to speak truthfully and directly, a trait that he develops throughout the series; he has put his life in danger on at least two occasions defending what he considers right, the most notable example of this being at the Battle of Marineford, where he tried to argue with Akainu about what is or is not right, giving Luffy the necessary time to escape. This moment of bravery was defined by Shanks as "a few seconds of courage that changed the course of the world."[1]

Following the time skip, Koby's personality has not changed much, though he is now seen to be more mature and confident in his abilities. He is also able to take initiative without a problem as seen by being able to jump into the sea and deflect a torpedo without fear or uncertainty, however he is humble and does not brag about his abilities. Koby played an important role during the Rocky Port Incident, earning him the epithet "The Hero of the Rocky Port Incident". Even when facing Blackbeard, one of the most powerful and dangerous pirates in the world, Koby did not show any signs of being scared and maintained his composure. He is even seen asking him not to kill Boa Hancock so that his men would not be turned into stone.

After training under Monkey D. Garp and his partner, Helmeppo, Koby became slimmer and taller, roughly the height of Luffy. He also gained a cross-shaped scar on his forehead above his right eye and a second scar on his left foot. His hair grew longer and became somewhat coarser. As for his attire, he wears a jacket in the standard Navy colors, navy blue pants, black shoes, and a blue scarf around his neck. He also wears his glasses on his forehead, as opposed to how he normally wears them, and has added an orange scarf with a sunburst pattern underneath his glasses.
