Tomura Shigaraki (死し柄がら木き弔とむら Shigaraki Tomura?), whose real name is Tenko Shimura (志し村むら転てん弧こ Shimura Tenko?), is a villain and acting leader of the League of Villains and the main antagonist of the series along with All For One.

He made his first major appearance as one of the main antagonists of the USJ arc like the rest of the league; His goal is to kill All Might, the "Symbol of Peace", destroying the society he represents, and create a new and new form of justice in his own image.

After the events that occurred in the arc of the Super Power Liberation Army, he has gained absolute dominance and control of that organization, becoming the Grand Commander of the Paranormal Liberation Front, and then inheriting the Gift All For One, from his master of the same name.

Tomura Shigaraki was a person with a very twisted, malevolent and deformed personality, so much so that he is considered the dark reflection of Izuku Midoriya. He did not care about his life or that of almost anyone else, and had no qualms about doing evil deeds such as murdering innocent people. Initially, Tomura was perceived as a "child in a man's body": someone arrogant, selfish, dependent and demanding, who got angry if things did not go his way and compared reality to a kind of video game. Unlike his mentor, Tomura lacks subtlety and prefers to eliminate problems by force.
Much like a child, Tomura seemed incapable of coping with his own feelings, instead lashing out and abusing others or himself, tearing his own neck out when frustrated. This particular tic stems from the abuse he suffered from his father and being alone during his childhood, with All For One stating that it represented his repressed urge to kill and destroy. A very irritable person at the beginning of the series, Tomura would learn to be more patient and self-controlled in later appearances, as a result of multiple failed schemes and All For One's arrest.
Tomura is proud of the League of Villains, so much so that he wants to prove that his organization has the power needed to shake up society and mocks those who stand in his way. He does not tolerate others mocking the League's name and detests the idea of ​​certain personalities joining it, as was the case with Dabi and Himiko Toga at first which was made worse by the fact that they were inspired by Stain, who had previously refused to be a member and had overshadowed Tomura's Nomus in terms of media exposure after the Hosu Incident. Initially Tomura seemingly caused destruction for the sake of it alone and felt directionless about the League's path forward after Stain's arrest. It would take a fateful meeting with Izuku Midoriya at a mall for him to develop an epiphany and realize his true convictions: to tear down society through the death of All Might. Tomura always had the desire to kill All Might, but due to an impulsive expression of lawlessness towards a society that hurt him and caused his mental instability. After listening to Izuku, Tomura realized that All Might is what he hates about both Izuku and Stain, wishing to see them as well as society at large lose their Symbol of Peace. However Tomura's convictions went from crippling society to completely destroying it, seemingly as a result of an innate sense of pain and suffering caused by his past memories. By Tomura's own admission he hates everything that breathes displaying an extreme form of nihilism.
Despite Tomura's general distaste for life there are a select number of people that he holds in high regard. He has a close relationship with his mentor, All For One, the only person who came to his aid when he found himself alone and lost as a child. Tomura has a great amount of respect and attachment for All For One, always referring to him as "Master" and concerned for his well-being. Tomura bears All For One's surname (Shigaraki), symbolizing a close father-son relationship. Tomura also had Kurogiri as a trusted confidant and advisor despite treating him harshly at times. It was noted that Kurogiri's capture had upset Tomura as the latter valued company.

Aside from those two and Kyudai Garaki, who had a hand in raising him, Tomura initially appears rather distant towards his other allies in the League, however, he has shown that he genuinely cares for them in his own way. As a child, Tenko proved to be relatively normal, even kind and compassionate. He had a great love for his family and a strong desire to become a hero one day, not unlike Izuku Midoriya. However, he was also psychologically fragile due to the constant abuse he suffered from his father who hated heroes and was terrified by his mere presence. Due to this oppressive upbringing and the inaction of the rest of his family, Tenko's mind was eventually broken due to Don manifesting and destroying his home.

At first Tomura expressed great remorse for accidentally killing his family by losing control of his new Quirk. The severed hands that Tomura uses on himself are the only physical remains of his dead loved ones, claiming that they make him feel simultaneously sick and calm. Despite his sadness, Tomura experienced partial pleasure at the disappearance of his family since he considered them responsible for letting him suffer at the will of his father. By Tomura's own admission he felt cathartic pleasure as he ended Kotaro's life in retaliation for her abusive treatment of him. During his fight with Re-Destro, Tomura overcame his past shackles of guilt after recovering his memories of him and now looks forward to the end of society, using his childhood feelings to further fuel his hatred of him. Although he still maintains some consideration for his companions by wanting to use Re-Destro's money so that his companions can get whatever they want.

Tomura is a thin man who is slightly below average height, with deathly pale skin, tinged yellow and heavily wrinkled around the eyes. His lips are cracked and uneven, a small mole on the right beneath, with visible scars on his right eye and beneath his lip. He has messy, greyish-blue hair of varying lengths, the longest strands reaching down to his shoulders, hanging over his face in uneven waves. His eyes are normally darkened, but when they are visible they are usually spread out in a rather manic manner, his bright red irises very small.

Interestingly, when Tenko was five years old, she bore a striking resemblance to Izuku Midoriya, with her blue hair originally being dark black, while also having dry patches of skin around her eyes, though her lips were shown to be healthy. After her Quirk manifested, her appearance changed giving her a wrinkled face, her hair color changed to a lighter blue, and her eyes slowly turning red.

Enhanced Durability: Tomura was able to take a single blast from Katsuki, taking little to no damage. He was even able to fight Gigantomachia for half a month and withstand the giant's attacks. Enhanced Speed: Tomura seems to be able to move very quickly which helps him touch his targets and affect them with minimal contact. He was able to appear before Tsuyu Asui in an instant and spot Izuku after the latter jumped at a speed rivaling All Might's, reacting immediately afterward. Only All Might himself was too fast for Tomura to track. Even when he was noticeably exhausted during the battle against the Liberation Army, he quickly swung over a wall to avoid a massive onslaught of Army members, much to their surprise, before disintegrating many of them in an instant. When fighting Re-Destro, he was able to move so fast with minimal wasted movement that Re-Destro was caught off guard by the speed boost he had gained.

Sharp Intellect: Tomura possesses a sharp and analytical mind, being able to deduce the workings of his opponents' abilities simply by observing them in action. He quickly deduced Eraserhead's weaknesses in combat and took advantage of them. Tomura has a knack for unexpected plans, even when his intentions are seemingly clear. After fighting Gigantomachia for over a month, Tomura realized that the giant had become much slower compared to the League of Villains' first encounter with him and firmly believes that he will soon have Gigantomachia successfully tamed.

Another example of Tomura's ingenuity and competence in tactical planning is when Re-Destro threatened the League of Villains to confront the Super Power Liberation Army in Deika City, or be tracked down by the Heroes and arrested. Body Modification: After becoming the grand commander of the Paranormal Liberation Front and earning the respect of Gigantomachia, Daruma Ujiko subjected Tomura to body modification surgery. After undergoing body modification surgery Tomura managed to overcome the limit of the extent of the deterioration. He barely managed to wake up when he disintegrated the entire hospital where he was and expanded until he reached the city and disintegrated a large part of it using just one hand.

All For One (オール・フォー・ワン Ōru Fō Wan?): Tomura's second Quirk is the original version of All For One used by his master. Tomura can steal Quirks and utilize Quirks previously stored by his master. Much like its counterpart, One For All, this Quirk contains the will and consciousness of the vestiges of its previous wielder.
