The city's layout revolves around the Imperial Palace, where the Emperor rules from his imposing fortress surrounded by tranquil gardens filled with delicate ponds fed by trickling streams. Narrow cobbled streets wind their way through wooden merchant houses dotted with lanterns illuminating dimly lit interiors at night. Geisha districts shimmer like silken dreams as twinkling lanterns hang low over the cobblestones luring patrons to explore inside discreet teahouses concealed behind veiled doorways hidden amidst residential alleyways. Religious fervor pulsates in Zen temples radiating calmness that soothes one's soul while Shinto shrines exude mysticism showcasing archaic rituals dedicated to ancient deities venerated since time immemorial. The air bristles with tales of samurai warriors honing their katanas under morning sun rays spilling into quaint courtyards scattered throughout the city while monks rhythmically beat drums echoing across serene temples early mornings as part of meditation practice marking life's passage into another day in Kyoto.

During the Feudal Era in Kyoto, political stability oscillated between periods of calmness and chaos. The city served as the Imperial capital where emperors ruled with varying degrees of influence from feuding factions known as 'Bugyo.' These bureaucrats often held significant sway over court affairs, occasionally leading to tensions that threatened to destabilize the Emperor's power. Furthermore, shoguns stationed their military forces around Kyoto adding another layer of political intrigue. While this sometimes ensured a balance of power, other times it sparked conflicts or escalated existing disputes within the military elite which ultimately trickled down affecting civilians in uncertain ways. Nevertheless, regardless of such turmoil; art flourished along with rich cultural traditions in Kyoto's temples, tea houses and geisha districts symbolizing a resilient spirit unique to this historic Japanese metropolis.

2 clans The Onaga clan and Nagumi clan, wage a shadow war within Kyoto. The war is fought in secret. Assassins hunt in the night, seeking to eliminate the Samurai and Shinobi of the other clan.

Each clan has set up safe houses within the city that house their shadow warriors. The imperial gaurds patrol the streets, trying to stop them, but they are no match for shadow warriors.

At times swordsmen from each clan may meet eachother in the streets during the day, when this happens it usually turns bloody.

The people of Kyoto hear of the conflict everyday as more and more bodies are found each morning in the streets, back alleys and canals.
