Who is he?
Gaara is a jinchūriki (host of a tailed beast): the One-Tailed Shukaku was sealed within him before he was born. His father, the Fourth Kazekage, wanted to make his son a living weapon for the village, leading to Gaara being feared and shunned. As a child, he was cruel and withdrawn, seeing the meaning of life only in killing and protecting himself. The turning point came during his battle with Naruto: seeing Naruto cling to his friends and ideals, Gaara reconsidered his views and began to change.

Gaara has:

dark circles around the eyes (due to Shukaku's influence);
On his forehead is the kanji for "Love" (Japanese: ai), which he got himself after his uncle's betrayal.
Character and development
At first, Gaara is almost an antagonist: ruthless, lonely, convinced that one should only love oneself. After meeting Naruto, he learns to value connections with people, forges relationships with his brother Kankuro and sister Temari, and becomes a wise leader. As Kazekage, he cares for the village and advocates for shinobi unity—for example, during the Fourth Shinobi World War, Gaara commands a division and delivers a speech that unites the disparate forces.

Capabilities
Gaara's primary power is his control over sand. His defenses operate almost automatically: the sand reacts to threats and protects its owner, even without their express command. The source of this protection is believed to be the love of his mother, Karura—her feelings are literally "woven" into the sand that protects him.
