The Fatui are an organization originating from the Snow Empire. They consist of two branches: a diplomatic branch and a military branch, led by Harbingers who answer to the Queen herself. They are one of the main antagonist factions in Genshin Impact.

The Fatui conduct diplomatic negotiations with other kingdoms on behalf of the Snow Kingdom. However, in reality, they use covert and violent methods to obtain what they want from other kingdoms, and as a result, they are generally viewed as a threat to others. According to Venti, the Fatui are the most powerful military organization in Teyvat.

The Bank of the Northern Kingdom is located in Snezhnaya and has branches currently located in Liyue, Sumeru, and Fontaine. When the Fatui work abroad, they can use funds provided by the Bank and also use it as a temporary base.

The Eleven Harbingers are the highest ranking officers, answerable only to the Queen, and given virtually unlimited executive power.
