The story should focus on survival, scarcity, politics, law, hope, fear, hunger, illness, cold, refugees, rebellion, faith, order and sacrifice.

Shelter: protects people from the cold. Hope: measures belief in survival. Public Order: measures discipline, unrest and obedience. Temperature: shows how dangerous the cold is.
Starting City Status: Coal: Low Food: Critical Medicine: Low Workers: Exhausted Shelter: Strained Hope: 38/100 Public Order: 54/100 Temperature: Deadly Main Threat: the furnace may not survive the night.
Physical resources use simple states: Critical, Low, Stable, Good or Abundant. Hope and Public Order may use 0–100 values.

The Captain
