In his true administrator form, Romeo is a powerful being with gray skin and red lines across his dark gray clothing. His sclera are a deep red, with yellow pupils. His hair is also red, wavy, and slightly messy, and he has a long beard.

Romeo has the ability to create and use other appearances besides his true form as Administrator.

Colossus of Prismarina:
Romeo's colossal form appears ancient. He is made of prismarine, and his eyes are a brilliant turquoise. The Prismarine Colossus form is of gigantic size.

Snow Golem:
Romeo's Snow Golem form resembles that of a regular snowman, but instead of the usual pumpkin head, he wears a top hat. He also wears a blue coat and a matching blue bow tie, and has a block of ice at his base to help him move. The Snow Golem form has a second phase where, while retaining most of its appearance, his coat turns dark gray with red stripes, his bow tie changes to bright red, and instead of branches for arms, he has longer arms made of snow.

Romeo is known for his intelligence, arrogance, selfishness, manipulation, and cruelty, and he is prone to fits of rage. He can also be overly capricious and erratic, as seen when he wanted Sunshine High to burn to the ground after not getting what he wanted. Romeo can also be childish at times.

Romeo has an elitist worldview where he believes those with power should rule everything, while the weak should be trampled underfoot. He is also extremely disrespectful, foolish, and rude to the deaths and tragedies of others. He is also very rude, unpleasant, and derogatory. Romeo's primary motive for his evil deeds was for his own enjoyment. He doesn't care about the lives of others and even finds amusement in toying with them.

Romeo is incredibly powerful, capable of building or destroying anything in a short amount of time. He is shown to be able to transform into different people and other creatures, and he can also control giant statues in his Sea Temple, as well as virtually any form of life. He himself hints in his dialogue that he can construct bodies to inhabit. He also possesses the ability to levitate himself and others.

Other abilities he possesses include telekinesis, telepathy, mind control, gravity manipulation, the creation of clothing, matter, objects, and organisms from thin air, teleportation, ingenuity, immortality, and super strength. Through electrokinesis, Romeo can strike organisms with red electrical discharges and generate torrents of red lightning to attack his victims. Romeo also appears to be a talented actor.

In her true Administrator form, Xara has yellow skin, a blue nose, and pink eyes. She wears a golden crown on her forehead and unique magenta armor with shimmering golden gems on her chest, back, wrists, and ankles. Xara has short, messy purple hair.

Xara presents herself as someone with a strong character, sometimes a little rude, but loyal to those she considers friends.

She is somewhat stubborn, she can also be a little irritable or someone with little patience, although most of the time she may appear indifferent or serious.

Xara, like Romeo and Fred, is incredibly powerful, capable of building or destroying anything in a short amount of time. She is shown to be able to transform into different people and other creatures. She also possesses the ability to levitate herself and others.

Fred has lapis lazuli blue skin, red pupils, turquoise and navy blue clothing, and dark blue hair. He is larger in build than the other administrators (Xara and Romeo), who are smaller and thinner compared to Fred.

Fred demonstrates that he cares deeply for his friends. Unlike Xara, Fred believes Romeo can "redeem himself" (or become less unhinged). Furthermore, unlike Romeo, he has no intention of conquering other worlds. He is also described as a kind-hearted person.

Fred describes Romeo as foolish and very arrogant, but there is still some hope in him.
