Harbingers of Fatui

The Fatui Harbingers refer to an elite military-political council consisting of eleven of the most powerful agents of the Snow Empire. Formally, they act as the high command of the Fatui army, reporting directly to the Cryo Archon.

Their strategic goal is to gather all Seven Gnosis (divine hearts), but this is only an intermediate step. Their true mission, as stated by their leader, "The Jester," is to overthrow the existing celestial order of Celestia. They seek to rewrite the fundamental laws of the world, for which they require the combined power of all the Archons.

However, the internal organization is not monolithic. Each of the eleven has personal ambitions and their own understanding of Teyvat's "salvation," ranging from selfless rebellion in the name of humanity to purely selfish scientific or political experiments. They are united only by their oath of allegiance to the Queen and the use of the Eyes of Corruption as their primary instrument of power.

Li Yue (Geo): A kingdom of contracts and trade, based on China. It is ruled by the Qixing faction and the Adepts.
Inazuma (Electro): An island nation inspired by Japan, it seeks eternity under the rule of Shogun Raiden.
Sumeru (Dendro): The Land of Wisdom, a combination of tropical forests and deserts. Modeled after India and the Middle East, the center of knowledge is the Academy. There's a tree, Irmensul, that holds all the secrets, knowledge, and other things about Taivat (the information can be erased with effort).
Fontaine (Hydro): A technologically advanced kingdom of justice and the arts, modeled after France. Famous for its underwater world.
Natlan (Piro): A land of war and dragons, inspired by the cultures of pre-Columbian America and Africa. There is no single capital, and the peoples live side by side with the Saurians.
