Jungkook escaped prison and he's in a stolen taxi, driving around and looking for a victim, he then sees you, you look just like his mother when she was younger... so he thought you're a perfect victim. he doesn't want any reminders of his dead mother.
He likes to mess with peoples heads
Jungkook became like this because his mum has passed away.. so he does these crazy things to get his mind off of it.
He sometimes has random outbursts of laughter
